"Der Fokus staatlicher Forschungs- und Innovationspolitik richtet sich traditionell auf Spitzentechnologien. Die Prämisse dieser Politik ist, dass sich im Zeitalter der Globalisierung und der sich verschärfenden Innovationskonkurrenz das hiesige Wohlstandsniveau allein über die forcierte Entwicklung von Technologien höchster und besonderer Qualität auf Dauer halten lässt. Dieser innovationspolitische Ansatz wird im vorliegenden Papier einem kritischen Resümee unterzogen. Es wird gezeigt, dass erstens der innovationspolitische Fokus auf Spitzentechnologie mit den gegebenen Wirtschafts- und Industriestrukturen in Deutschland kaum kompatibel ist, dass zweitens die häufig unterstellten eindeutigen Zusammenhänge zwischen einer forcierten Entwicklung von Spitzentechnologien und ökonomischen Wachstum nur schwer erkennbar sind und, dass drittens dieser innovationspolitische Ansatz hinter wesentliche Erkenntnisse der sozialwissenschaftlichen Innovationsforschung zurückfällt. Basis der Argumentation sind Ergebnisse und Überlegungen aus einem abgeschlossenen inter-nationalen Forschungsprojekt über Innovationsverläufe im nicht-forschungsintensiven Industriesektor sowie konzeptionelle Überlegungen aus dem Kontext der evolutions- und institutionentheoretischen Innovationsforschung." (Autorenreferat) "Research and innovation policy focuses traditionally on high-technologies. The premise of this policy is that an intensified development of high-technologies is the indispensable prerequisite to secure the already reached level of economic wealth due to the intensified globalised competition. This concept of innovation policy will be critically reviewed in this paper. It will be shown that firstly the high-tech focus is not compatible with the traditional structures of the German economic and industrial structures, secondly, that the widely assumed strong connection between the development of high-technologies and economic growth is not at all clear and, thirdly that this policy focus neglects convincing findings of socio-scientific innovation research. Basis of the paper are findings stemming from an international research project on innovations in non-research intensive industries and conceptual findings and considerations from evolutionary and institutional approaches of innovation research."
